About Perkins V Grants

Perkins grants are used to purchase 9-1-1 Reality Simulators for career education.  Here is the information.

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) was signed into law by President Trump on July 31, 2018. This bipartisan measure reauthorized the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) and continued Congress’ commitment in providing nearly $1.4 billion annually for career and technical education (CTE) programs for our nation’s youth and adults.

How Perkins V Is Used in EMS, Healthcare, and Public Safety Training

Perkins V is widely used to support health sciences and public safety career pathways, including:

  • EMS / paramedic programs

  • Fire science

  • Law enforcement academies

  • Emergency management

  • 9-1-1 Career Training

These fields fall under the federal Health Science and Law, Public Safety, Corrections & Security career clusters.

A Crisis Sparks a Calling

Over 35 years ago, Sue Pivetta, a Supervisor at a multi-jurisdictional 9‑1‑1 Comm Center, faced a growing crisis: hiring was failing. Her center lost seven trained professionals while only managing to hire five.

At dinner one night, someone asked:

“Why isn’t there a vocational program for 9‑1‑1 like there is for law enforcement or EMS?”

That question became the spark that started it all.

The First 9‑1‑1 Vocational Course

Sue took immediate action. Collaborating with Renton Technical College and an advisory board of 9‑1‑1 professionals in the Seattle area, they built the first-ever vocational course for emergency communications.

Using the DACUM (Developing A Curriculum) method, they outlined ten core study units that became the foundation of structured 9‑1‑1 education in the U.S.

Innovation in Real-World Training

To bring realism into the classroom, Sue introduced hands-on training labs. Partnering with two Comm Center techs and Washington State Patrol, they created simulated call-taking stations using real Comm Center Consoles, modified CAD tools, and an old reel-to-reel recorder.

The concept worked—students trained in the lab, building the skills needed for live emergency situations. Students attended a 520-hour course and were hired at local 9-1-1 agencies, life flight, alarm companies, and parks departments.

Birth of the 9‑1‑1 Reality Simulator

At a national APCO conference, Sue connected with Adacel, an international expert in flight simulators. Together, they created 9-1-1 Reality Simulators – the first of its kind, designed specifically for an in-demand, high-paying, exciting career in 9-1-1.

This game-changing platform enabled instructors to simulate 9-1-1 calls, providing safe, hands-on learning experiences like never before.

National Certification and Expansion

With the rise of remote learning during COVID-19, Sue and her team launched:

  • 911CareerTraining.com – the home for 9-1-1 education
  • 9-1-1Academy.com – a full online course with textbook and certification
  • NECC (National Emergency Communications Certification) – developed in partnership with the Professional Testing Corporation of New York

Does the simulator have security, does it go online?

The simulator has a router with security. The only reason to go online is for mapping. None of the stations use wifi as they are hardwired stand alone systems.

Can we use our own computers and just load the software?

No – short answer.  The 9-1-1 Reality Simulator software is customized, configured and thoroughly tested prior to delivery.  Imagine the Windows and Network settings needed to allow the complex system of multiple phone lines, multiple radio channels, recording studio, sound effects, text to 9-1-1 and the list goes on.   We also use the latest state of the art equipment with the exact requirements we need.

Do you come out and set them up?

No, and Yes.  Not required, not needed, but yes we can assist in the installation in the event you have multiple students. Most agencies appreciate the ability for ‘plug and train’ setup on their own timing and personnel.  You have very clear setup videos and 100% phone or online support.  The router is pre-programmed with security whitelisted only for mapping.

Can the stations work with our CAD program?

Common question.  A coalition of 9-1-1 professional trainers and educators designed the CAD card on the simulator.  We recognized there are many CAD systems, yet we created an entry common muscle memory using a ‘training CAD’.  Using this simplified CAD card does wonders introducing and understanding a more complex CAD system.

Can we use our own headsets for the stations?

Sure.  Our headsets are pretty amazing though.

What does the warranty cover?

The warranty is for the equipment; computer, monitors and accessories.  The software is warranted for the life of the computer.

Is there a yearly fee for upkeep and do I have to pay for upgrades?

No fees at all, you own this great hard working reliable training tool.  We have systems still working for the last fifteen years. If we have a required ‘update’, such as some nasty change in Windows, we can work on your station remote.  If we have a significant ‘upgrade’, we will offer this to you for minimal cost. Upgrades are never required.

What is included in the 9-1-1 Academy $249 per seat?

Can our teachers get certified to teach this course?

Yes, teachers can be NECC Certified. Teacher NECC Certification is only mandatory to issue NECC Certification to Students.  NECC Certification is not mandatory to teach the course. NECC certification for teachers is the same final exam for the students.  Teachers also agree to a skills exam assessment on a simulator.

How many hours or semesters is this 10 unit course?

We would love to say, “How many hours are the criminal justice, EMT or Firefighter career course?” Use those as a guideline. However, unfortunately, traditionally, it has been considered a 40-hour APCO, NENA ‘introduction’ course is adequate for entry-level 9-1-1 career education. We recommend 180 hours, two semesters minimum.

Where was this 10 unit 9-1-1 Academy created?

A vocational college dean, and an advisory board of 9-1-1 professional trainers using a DACUM process to determine the areas of study needed, the core competencies and skills needed. The result was ten units of study and curriculum certification from Professional Testing Corporation (NENA ENP).
